This is something we're investigating while designing the Squid10 note editor.
As mentioned previously, this is challenging since notes in Squid can contain both fixed and infinite sized pages, but we have some ideas to make this work that we will be exploring.

I fight with this problem every day! I enjoy taking notes with Papyrus, and everything is gorgeous until I reach the end of a page. My handwriting goes to hell and slows down once I have to fight with the edge of the tablet... it simply isn't a natural place to write.
Infinite page mode isn't the answer, since I'd still prefer to organize many notes on a page-by-page basis. Instead of being locked to the bottom (or any edge) of the page, it would be reasonable to stop the scrolling once the edge reaches the middle of the screen. The outside area would work just like it does when scrolled out past the width/height of a page.
I agree that this should be a small tweak... but one with a big boost in usability!
